Pa. Supreme Court ruled that 2012 changes made to the sex offenders registry that expanded and toughened reporting rules under the state's Megan's Law couldn't be applied retroactively. Sex offenders were required to register and report for 10 years or life, prior to the 2012 Sex Offender Registration and Notification Act which changed it to 15 years, 25 years or for life, causing those in the midst of a 10-year reporting period to re-register, increasing the rolls from 12,000 to 20,000. An estimated 4,500 registrants could be removed in wake of this decision.
