In June the liquor modernization law was passed and heralded as the most sweeping reforms for the state's liquor system since Prohibition. However the reforms are being assailed by independent bars and restaurants as pro-big business at the expense of small retail licensees. Tavern owners will now pay a surcharge of $700 for their license renewal while facing increased competition from grocery stores, gas stations along with on-premise sales by breweries and distillers.
